Minneapolis Mayor Seeks State Role in ICE Shooting Probe Amid Protests

Federal takeover of investigation fuels tensions between local leaders and Washington

Minneapolis Mayor Jacob Frey has called for a transparent investigation into the fatal shooting of a woman by a U.S. Immigration and Customs Enforcement officer, as protests spread across multiple American cities.

The incident, which occurred during a large federal immigration enforcement operation, has intensified friction between Democratic-led local governments and the Trump administration.

Federal authorities have defended the officer’s actions as self-defense, while state and city officials argue that key facts remain disputed and oversight has been restricted.

Investigation Dispute

Frey said the federal government blocked Minnesota’s Bureau of Criminal Apprehension from accessing evidence and witnesses after initially indicating cooperation.

He accused the administration of attempting to shape the outcome of the inquiry by centralizing control under the FBI.

“This is a time to follow the law,” Frey said. “This is not a time to hide from the facts.”

Homeland Security Secretary Kristi Noem stated that Minnesota authorities lack jurisdiction over the investigation.

Despite federal resistance, Frey said state or local prosecutions of the officer remain “potential.”

The shooting victim, Renee Good, was a 37-year-old U.S. citizen and mother of three who was killed while sitting in her car.

Trump administration officials described the incident as an act of “domestic terrorism,” asserting that Good aimed her vehicle at the officer.

Local leaders and video footage have challenged that account, raising questions about whether the officer faced imminent danger.

Political and Public Response

The case has become a flashpoint in President Donald Trump’s broader immigration crackdown, particularly in Democratic-run cities.

More than 2,000 federal personnel were deployed to Minneapolis as part of what the Department of Homeland Security described as its largest operation.

Bystander videos appear to show Good turning her vehicle away from the officer as shots were fired.

Trump and Vice President JD Vance publicly supported the officer, while dismissing criticism from state officials.

Democratic leaders in Minnesota and Oregon have called for federal officers to be withdrawn, arguing their presence is inflaming tensions.

Protests have drawn thousands in Minneapolis, Portland, and other cities, prompting Minnesota Governor Tim Walz to place the National Guard on alert.

Walz said residents had largely protested peacefully and urged unity as scrutiny of federal enforcement tactics continues.

The FBI is also investigating a separate Border Patrol shooting in Portland, further intensifying debate over federal accountability.

Together, the incidents have underscored widening distrust between local governments and federal authorities over immigration enforcement and law enforcement oversight.
