

Lithuania declared a nationwide emergency situation on Tuesday in response to a sharp increase in meteorological balloons entering its airspace from Belarus, many carrying contraband cigarettes.
The government described the incursions as a hybrid attack orchestrated by Minsk, a close Russian ally, that has repeatedly forced the closure of airports and raised national security concerns.
Prime Minister Inga Ruginiene announced the measure, which stops short of a full state of emergency but allows greater institutional coordination and potential military involvement in border security.
Interior Minister Vladislav Kondratovic told a government meeting that the emergency was declared for reasons of national security as well as civil aviation safety.
The cabinet asked parliament to authorise the armed forces to assist police and border guards, including powers to restrict territory access, search vehicles and individuals, and use force if necessary.
Defence officials said soldiers already conduct joint evening patrols to detect and intercept balloon cargo.
At least 600 balloons and 200 drones have violated Lithuanian airspace this year, according to Interior Ministry data, causing over 60 hours of airport closures, more than 350 disrupted flights, and impacts on approximately 51,000 passengers.
Vilnius accuses Belarusian state services of organising the flights, a claim the European Commission has called a hybrid attack.
Belarusian President Alexander Lukashenko rejected the allegations, stating the issue was being exaggerated and politicised and that Minsk did not want war.
Belarus previously denied responsibility and accused Lithuania of provocations.
The emergency echoes a 2021 measure imposed over a Belarusian-orchestrated migrant surge and reflects broader regional fears of hybrid tactics as Russia’s war in Ukraine continues.
