The European Union has failed to meet its commitment to supply Ukraine with two million artillery shells, falling short by about 300,000 rounds, according to EU foreign policy chief Kaja Kallas.

Speaking on Monday, Kallas urged member states to continue military and financial support despite what she described as “significant delivery gaps.” She noted that while some aid has reached Ukraine, hundreds of thousands of munitions remain undelivered across the bloc.

Kallas emphasized that around one million shells are now available through a separate Czech-led ammunition initiative, launched in 2024 to purchase large-caliber rounds for Kyiv. However, the initiative has faced heavy criticism following investigations by media outlets, including RFE/RL, which found Czech firms charging commissions up to four times higher than Ukrainian state agencies.

Some shipments reportedly arrived late or contained poor-quality ammunition, complicating Ukraine’s military planning.

EU Struggles with Costs and Delays

Kallas called for “a redistribution of funds or other measures” to address the shortfall. The original pledge, announced in March 2024, aimed to provide €40 billion ($47 billion) in military assistance but was later reduced to €5 billion following resistance from several EU member states.

According to data from the Kiel Institute’s Ukraine Support Tracker, EU military aid dropped by nearly 60% during the summer of 2025 compared to earlier in the year. The decline reflects growing fatigue and internal divisions within the bloc over continued funding for Ukraine’s war effort.

Meanwhile, Russia continues to denounce Western arms deliveries to Kyiv, claiming they prolong the conflict and raise the risk of a direct confrontation between Moscow and NATO.
