Ukraine has renewed its call for a moratorium on strikes against energy infrastructure as rolling blackouts deepen across the country. President Volodymyr Zelensky argued that a temporary halt could ease pressure on the grid and reduce civilian hardship. The idea echoes a short-lived U.S.-mediated agreement earlier in the year, when both sides briefly committed to refrain from targeting energy facilities.

A Ceasefire That Failed

The March arrangement lasted only weeks. Each side accused the other of violating the terms. Russian officials cited Ukrainian attacks on refinery and fuel-related sites, while Kyiv pointed to missile and drone strikes that hit power-generation infrastructure. With no monitoring mechanism and little trust, the ceasefire collapsed before it could evolve into broader de-escalation.

Moscow’s Position

Kremlin spokesman Dmitry Peskov said this week that Russia is not pursuing another limited truce, describing temporary deals as unreliable. He stated that Moscow seeks a durable peace anchored in binding commitments rather than sector-specific pauses that can unravel under battlefield pressures. Russian officials continue to frame recent strikes as responses to attacks on infrastructure inside Russia, insisting they target military-linked sites.

Energy systems have become central to the conflict, shaping civilian life and military strategy alike. As both sides expand operations beyond traditional front lines, infrastructure has taken on new symbolic and tactical weight.
