Russia Agrees to Black Sea Ceasefire with Ukraine if US Removes Sanctions

The US says they will help restore Russia's access to the world market for certain products.

Representatives from Russia and Ukraine have had separate talks for the last two days with American officials regarding the proposed Black Sea initiative ceasefire agreement. The talks have concluded with an agreement from both the US and Russian sides, naming this agreement "The Black Sea Initiative".

Both the White House and the Kremlin have posted their statements regarding this agreement. The main points of the agreement are as follows:

  • The United States and Russia agree on the implementation of the "Black Sea Initiative" that ensures safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea.

  • The agreement on the implementation of the initiative, as stated by the Kremlin, can only come into force after the lifting of sanctions from the Russian Agricultural Bank. In accordance with this, the United States will facilitate the restoration of access for Russian agricultural products and fertilizers to the world market, including access to the SWIFT payment system.

  • The US and Russia agreed to develop measures for implementing both President Trump's and President Putin's agreement to ban strikes on energy facilities of Russia and Ukraine for 30 days with the possibility of extension. At the same time, they discussed the possibility of withdrawing from this agreement in the event of non-compliance by one of the parties.

  • Moscow and Washington welcome services from "third countries" aimed at supporting the implementation of agreements in the energy and maritime sectors.

In accordance with the agreements, the United States will help reduce the cost of insurance for maritime transport and expand access to ports. The US statement concludes that both sides will continue working towards achieving a "durable and lasting peace".
