Kremlin spokesman Dmitry Peskov said on Monday that significant preparatory work remains before a summit between Russian President Vladimir Putin and U.S. President Donald Trump can take place.

“Neither President Putin nor President Trump gave exact dates for the meeting,” Peskov told reporters. “There is no understanding of a possible date — you cannot postpone what has not been scheduled.” He added, “A Russia-U.S. summit requires serious preparation and time. There is a lot of difficult work ahead of a Putin-Trump meeting, and the Kremlin is in a working mood,” while noting that large-scale planning had yet to begin.

Peskov’s remarks followed reports from both U.S. and Russian media confirming that no date had been set for the proposed summit, which is expected to be held in Budapest. Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Marco Rubio spoke by phone on Monday in what was intended as a prelude to an in-person meeting to prepare the ground for the summit.

However, speaking to reporters on Tuesday, Lavrov criticized renewed Western calls for an immediate ceasefire, repeating Moscow’s stance that the “root causes” of the conflict must be addressed before any meaningful truce can occur. He also emphasized the need for “serious preparation” ahead of a potential meeting between the two presidents.

There has been speculation in both Washington and Moscow that Monday’s phone conversation between Lavrov and Rubio was tense. According to diplomatic sources, Rubio’s insistence — reflecting Trump’s recent statements — that Russia halt fighting along the current frontlines was met with resistance from Moscow.

In a phone call last Thursday, Putin reportedly warned Trump that if Ukraine refused to accept Russia’s terms, the country would face total destruction. He also cautioned that any delivery of Tomahawk missiles to Ukraine would end prospects for renewed dialogue between Washington and Moscow. For now, the Kremlin appears content to take its time before committing to a new summit.
