Russian President Vladimir Putin said on Friday, October 16, that protecting Russia’s border regions remained a central military priority. Moscow would press ahead with a security zone inside Ukraine and would not make it a bargaining issue in future peace talks, he said.
Speaking at a military command post, Putin linked the operation to Ukraine’s 2024–25 incursion into Russia’s Kursk region. Russian troops had been instructed both to push Ukrainian forces out and to establish a buffer zone across the border, a task he said was progressing successfully.
“Our goal is to ensure the absolute security of Russia’s border regions for the future,” Putin said. He told senior commanders that Moscow did not intend to make that objective subject to negotiations with Kyiv.
Taking full control of Donetsk remained another priority. Putin said just over 10% of the region and 16.5% of Zaporizhzhia remained under Ukrainian control, while Russian forces held all of Luhansk. Those figures represent Moscow’s assessment of the battlefield.
Putin also said strikes against Ukrainian defence industries and infrastructure would continue. He described them as a response to Ukrainian attacks on Russian industrial sites and fuel and energy facilities.
