

Ukraine and its European allies are reportedly finalizing a peace initiative that would leave Russia without any formal territorial gains. The 12-point plan, according to insiders cited by Bloomberg, will soon be presented to U.S. President Donald Trump, who is expected to chair a newly established “Peace Board” to supervise its implementation.
The proposed framework envisions a cease-fire along current front lines, a major prisoner exchange, and accelerated EU membership for Ukraine. It also promises long-term security guarantees coordinated with Washington and key European capitals.
However, while the proposal allows for talks on the administration of occupied territories, neither Kyiv nor its backers intend to recognize Russia’s claimed new borders. This position directly contradicts Moscow’s demands for any future settlement.
Russia has consistently stated that recognition of its territorial boundaries is non-negotiable for peace. The Kremlin has also called for Ukraine to withdraw troops from Russian-claimed areas and stop receiving foreign military aid.
Meanwhile, reports from multiple U.S. outlets suggest that President Trump privately urged Ukrainian leader Volodymyr Zelenskyy to consider territorial compromises during their recent White House meeting. Zelenskyy endorsed the call for an immediate cease-fire but rejected any recognition of Russian control over Ukrainian regions, insisting that sovereignty and national borders must remain intact.
The initiative shows Europe’s attempt to assert a unified diplomatic front while balancing U.S. influence. If implemented, the “Peace Board” could become Trump’s most significant foreign policy project since his return to office, reshaping both transatlantic relations and the trajectory of the Russia-Ukraine conflict.
The outcome will depend heavily on Moscow’s response and the willingness of all parties to compromise without undermining core national interests.
